2.3.1AAAAAA清關(guān)AAAAAA customs clearance

2.3.1.1貨物進(jìn)口Cargo import

(1) 一般貨物進(jìn)口Import of general import

貨物以正常貿(mào)易方式進(jìn)口時(shí)根據(jù)貨物種類到AAAAAA相關(guān)部門(mén)辦理批文許可，購(gòu)買進(jìn)口指標(biāo)，一般進(jìn)口批文申報(bào)至審批需三個(gè)月。辦理批文許可時(shí)要提供實(shí)際貨物的照片、尺寸、規(guī)格型號(hào)、重量、貨物用途等。貨物進(jìn)口時(shí)需嚴(yán)格按照批文所批準(zhǔn)的規(guī)格型號(hào)進(jìn)口，一旦出現(xiàn)批文與貨物不符時(shí)，AAAAAA海關(guān)有權(quán)沒(méi)收該批物品，進(jìn)口許可證有效期為90天。

In case of cargo import of in regular way of trading, handle licensed document approval and purchase the importing quota, which needs three months from the application to the examination and approval. 一般貨物進(jìn)口必須具備以下條件及辦理程序：

A 進(jìn)口方向?qū)⑺M(jìn)口商品向邊貿(mào)局提供進(jìn)口申請(qǐng)及以下相關(guān)證明，并辦理進(jìn)口指標(biāo)。主要包含貼有稅花6元的申請(qǐng)表格;進(jìn)出口營(yíng)業(yè)執(zhí)照復(fù)印件;邊境商貿(mào)會(huì)會(huì)員證復(fù)印件;有限公司須出示營(yíng)業(yè)執(zhí)照或委托書(shū)(單一特別委托書(shū)或綜合委托書(shū));購(gòu)銷合同;形式發(fā)票和裝箱單;出口商品營(yíng)業(yè)執(zhí)照復(fù)印件;出口申報(bào)cusdec-2原件;AAAAAA經(jīng)濟(jì)銀行出示的銀行存款余額證明;以外幣銷售出口的商品必須出示申請(qǐng)的外匯存折。

A. The importer shall submit border authority with import application and following evidences to obtain import quota: application table stuck with 6-yuan tax stamp, copy of import-export business license, copy of border trade member certificate, business license or authorization letter for limited company; sell & purchase contract, pro forma invoice and bill of lading, copy of exporter business license, original of export application, deposit balance evidence issue by AAAAAA Economy Bank, foreign currency deposit account for goods paid in foreign currency.

B 經(jīng)邊貿(mào)管理局審核申請(qǐng)進(jìn)口條件合理及所申請(qǐng)商品是優(yōu)先(A)或優(yōu)先(B)級(jí)別，在合格的情況下將允許進(jìn)口許可批復(fù)。

B. The border authority will check import application and determine the priority grade (A) or (B) of goods in application. When all conditions are satisfactory, the import permit will be approved.

C 申請(qǐng)進(jìn)口許可證方面在向AAAAAA經(jīng)濟(jì)銀行處上繳進(jìn)口執(zhí)照費(fèi)用后，拿到進(jìn)口表格并向邊貿(mào)局領(lǐng)取許可證。

C. Import permit applicator will pay import license at AAAAAA Economy Bank, then obtain import table and import permit from border authority.

D 進(jìn)口許可證領(lǐng)取后到XXXXXX關(guān)卡處出示并將載有商品的貨車由中國(guó)XXXXXX開(kāi)往105碼聯(lián)檢站。

D. After import permit is obtained, it shall be shown to XXXXXX port, and trucks loaded with goods shall be driven from XXXXXX XXXXXX to 105 inspection station.

E 開(kāi)往105碼聯(lián)檢站后，向有關(guān)部門(mén)負(fù)責(zé)人申請(qǐng)檢查，在申請(qǐng)表格填商品名稱、單位、數(shù)量及進(jìn)口許可證復(fù)印件。

E. After arriving at 105 inspection station, application shall be issued to relevant authorities for inspection, and the application table shall be filled with goods name, unit, quantity and attached with copy of import permit.

F 向海關(guān)領(lǐng)取申報(bào)單，將核算完畢后應(yīng)繳的稅收向國(guó)家稅務(wù)局，將cusdcc-1的1.5%，作為貿(mào)易稅在AAAAAA經(jīng)濟(jì)銀行繳納。

F. Application sheet shall be obtained from customs, and payable tax after check shall be paid to state tax authority. 1.5% of cusdcc-1 shall be paid at AAAAAA Economy Bank as trade tax.

G 向邊貿(mào)管理局的車輛管理處領(lǐng)取進(jìn)口商品申報(bào)表。

G. Import goods application table shall be obtained from truck management department of border authority.

H 手續(xù)齊備后，105碼聯(lián)檢站在進(jìn)出口表格上蓋海關(guān)、稅務(wù)局、AAAAAA經(jīng)濟(jì)銀行等章，車輛上載有貨物清單、進(jìn)口批文、完稅證、旅行證等手續(xù)方可放行。

H. After all formalities are finished, in 105 inspection station, stamps of customs, tax authority, AAAAAA Economy Bank will be fixed on the import-export table. Tucks with list of goods, import approval documents, tax paid certificate, travel certificate are then allowed to leave.

(2) 政府部門(mén)批準(zhǔn)貨物進(jìn)口Goods import approval from government department

進(jìn)口許可批文分為：納稅許可批文和全免許可批文。

納稅進(jìn)口許可批文：指在符合AAAAAA政府允許的貨物進(jìn)口相關(guān)規(guī)定前提下，繳納AAAAAA政府對(duì)該進(jìn)口貨物的`核定關(guān)稅后，進(jìn)行進(jìn)口貨物的清關(guān)。

Import approval documents consist of: tax payment approval document and all exemption approval documents.Tax payment approval document: It refers to customs clearance of imported goods after the payment of tariff on the imported goods to AAAAAA with the precondition of conformity to relevant requirements in terms of imported goods allowed by AAAAAA Government.

全免許可批文：提前攜進(jìn)口貨物相關(guān)單據(jù)、文件，在AAAAAA政府指定部門(mén)辦理。貨物進(jìn)口時(shí)AAAAAA海關(guān)根據(jù)此批文按量核銷，批文所列貨物不需繳納任何關(guān)稅。

All exemption approval documents: Bring relevant bills and documents of the imported goods ahead of schedule to handle the business in the department specified by AAAAAA. AAAAAA custom cancels after verification by quantity in accordance with the document during the importing of goods and the goods listed in the document requires no tariff payments.

2.3.1.2進(jìn)口所需文件Document required for Import

箱單、發(fā)票、報(bào)關(guān)單、商檢證明、原產(chǎn)地證、質(zhì)量證明書(shū)、進(jìn)口許可證、免稅證明等。

Packing list, invoice, customs declaration, commodity inspection certificate, certificate of origin, certificate of quality, import license, tax exemption certification, etc.

2.3.1.3海關(guān)清關(guān)流程圖Customs Clearance Flow Chart

2.3.2中轉(zhuǎn)站收貨驗(yàn)貨Goods Receiving and inspection at transfer station

主要流程如下：

北線供貨商將光管運(yùn)至XXXXXX，報(bào)關(guān)后進(jìn)入XXXXXX境內(nèi)。供應(yīng)商負(fù)責(zé)將光管交至防腐廠，防腐廠收到光管后進(jìn)行防腐，防腐完畢后交至XXXXXX中轉(zhuǎn)站。業(yè)主或監(jiān)理方、防腐廠方和XXXXXX中轉(zhuǎn)站管理方共同對(duì)防腐管進(jìn)行收貨驗(yàn)貨，如果管材完好，收貨入庫(kù)。

The suppliers from north line shall deliver pipes to XXXXXX, and then to XXXXXX after customs clearance. The suppliers is responsible for delivering pipes to anti-corrosion factory, where anti-corrosion will be applied to pipes. After anti-corrosion treatment, the pipes will be delivered to XXXXXX transfer station. Owner or supervisor, representatives of anti-corrosion factory and XXXXXX transfer station shall joint accept the anti-corrosive pipes. After pipes are accepted, they shall be stored.

At XXXXXX transfer station, the process of transport, handling., loading and uploading, and goods acceptance shall comply with the following requirements and codes.

(1)裝運(yùn)防腐管的車廂要清理干凈雜物。

(1)The truck platform accepting the anti-corrosion pipes must be cleaned away from any impurities。

(2)在車廂底部和兩個(gè)側(cè)面加裝草繩把或木條，將防腐管和車廂隔離開(kāi)，不讓防腐管直接接觸車廂內(nèi)面，防止車廂內(nèi)面的尖銳的棱角磕傷防腐層。

(2)The bottom and two sides of the truck platform must be attached with hay ropes or wooden bars to space the pipes from the truck platform, prevent pipes directly contacting the inside surface and protect the anti-corrosion coating from being scratched by any sharp edge or sharp angle in the truck platform。

(3)裝運(yùn)高度超過(guò)車廂高的，用尼龍綁帶封車，防止防腐管掉落以防止運(yùn)輸過(guò)程中因成品管位移或振動(dòng)對(duì)涂層造成損壞。

(3)If the loading height exceeds the truck height, nylon bands shall be used to prevent any pipe collapse, displacement or vibration during transportation, and protect the coating from any damage，Requirement for hoisting。

(4)做好司機(jī)和吊車操作人管的規(guī)程教育，剔除其思想中麻痹大意的因素。

(4)Procedure training shall be offered to operators to eliminate any factor of careless。

(5)吊裝操作人員的鞋底不能有硬物。

(5)Hoisting operators cannot wear shoes with any hard material on the shoe sole。

(6)在吊裝過(guò)程中，吊鉤不能采用紫銅或黃銅材料制作。

(6)Hoisting hook cannot be made of copper or brass。

(7)注意吊裝平穩(wěn)起降，吊鉤和鋼鏈繩索不能砸到或撞擊到管體或管口上。

(7)Hoisting must be performed smoothly to prevent the hook, chain or sling from impacting the pipe body or pipe mouth。

(8)大直徑防腐鋼管采用吊鉤鉤兩端的作法。

(8)A large-caliber anti-corrosion steel pipe shall be hooked at both ends。
